Mossy Oaks update Oct. 13-23

Oct. 14, 2020

Ladies and Gentlemen:

Please see the two attachments that detail work in the following two weeks in Basin I (vicinity of the Duck Pond) and Basin II (vicinity of Southside Park).

Basin I (vicinity of Duck Pond)

Drainage pipes on either side of Jane Way continue to be installed; drainage pipes also were installed on Battery Creek Blvd. Tedious work continued on the Spanish Moss Trail with almost 1,100 feet of steel sheet pile installed and 200 feet left. Work began on the temporary coffer dam. This dam will allow workers to operate in a dry environment while installing a new sewer pipe and tidal flap gates.

As we expect great weather next week, work will continue with more drainpipe installation on  Jane Way, North Royal Oaks, and Battery Creek Road. Some residents will receive new culvert pipes where their driveways meet the road. With regard to Jane Way, crews will continue to install drainpipe along both sides of the road. Expect periodic traffic delays, particularly on Jane Way, North Royal Oaks, and Battery Creek Road.

Work on the Spanish Moss Trail will continue with construction of a coffer dam and preparing for a cap installation on top of the sheet pile wall. This cap will eliminate the sharp edges found with typical sheet piles, and provide for a bench to allow trail visitors a place to sit and enjoy the landscape. The Spanish Moss Trail will soon be excavated, the sewage pipe replaced, and the tidal flap gates installed. As noted last week, the work on the Spanish Moss Trail requires precision, skill, and patience.

Residents may still expect work to begin on First Boulevard on or about Oct. 26. This major work will include the relocation or replacement of water, sewer, and storm drains.

Mossy Oaks Drainage Update 13 October 2020 - Basin 1

Basin II (vicinity of Southside Park)

Work in Basin II (vicinity of Southside Park/BJWSA pump station) continues at a productive pace. Construction along Battery Creek Road is substantially finished, including new sidewalks. Just a reminder, Battery Creek Road in this location was re-engineered to accommodate new and improved drainpipes that will allow rainwater to flow efficiently to Battery Creek. Work has commenced along Lawton Farm Road where drainpipes will be installed. This will last for about a month. At present, the project in Basin II is on track to complete well ahead of schedule and within budget.

Safety!

As noted on numerous occasions, there will be heavy construction traffic throughout the entire area for the next two months or so. Please remain mindful of the detours, the workers and heavy machinery. We are grateful to the BCSO and the BPD, which have increased patrols. While it has been said often, it only takes a moment of distraction for tragedy to strike. Thanks to all who continue to transit the area safely.

Stay informed

Finally, please encourage all those affected or interested in the Mossy Oaks Project to register with the “Notify Me” application found on the City of Beaufort website (https://www.cityofbeaufort.org/list.aspx) and subscribe to the Mossy Oaks Stormwater Project updates. This is the mechanism to receive near real-time updates, including urgent issues like unscheduled road closures or utility interruptions.

I’m very pleased to report that at this point, the project remains on track for an on time and on budget delivery in the December-January timeframe.

We respond to all calls, texts, and emails 7 days a week. No issue is too large or too small. So please contact me if you want to share a comment, question, or concern.

We thank our partners:  BJWSA, Dominion Energy, SCDOT,  law enforcement, and Fire Department/EMS. A special thanks to the residents who have demonstrated exceptional patience. We’ve got about two more months of tough work ahead of us. This project, while disruptive in the short term, will deliver the kind of long-term results the citizens deserve.

Have a great week and enjoy the fantastic weather.
