Beaufort, South Carolina (February 20, 2026) – The City of Beaufort is seeking proposals from licensed and qualified contractors for the replacement of the public “dinghy dock” at the downtown marina under Request for Proposals (RFP) 2026-108.

The existing dock sustained irreparable damage during Hurricane Helene between September 25, 2024, and October 7, 2024. This project will restore an important public access point at the downtown marina and support continued waterfront use.

Funding for this project is provided by the Federal Emergency Management Agency (FEMA).

Due to the potential impact on the West Indian manatee and its critical habitat, all in-water construction work must be completed before May 1, 2026. Contractors must be prepared to meet this timeline and comply with all applicable environmental regulations.

Beaufort, SC (February 18, 2026) – The City Council of the City of Beaufort has officially established a Downtown Advisory Board through resolution as a special purpose advisory body to provide recommendations to City Council and staff regarding downtown-related policies, programs, and initiatives in support of the City’s Strategic Plan.

The Downtown Advisory Board will serve in an advisory capacity, offering insight on matters impacting downtown Beaufort, including economic vitality, neighborhood livability, tourism, hospitality, preservation, and strategic growth. The Board is intended to strengthen collaboration among business owners, residents, property owners, and community organizations while supporting the long-term vision for downtown.

Board Composition

The 15-member Downtown Advisory Board will consist of:

1. Downtown Business Representatives (3)

• One (1) retail business representative
• One (1) accommodation business representative
• One (1) tour operator representativeAppointed by majority vote of City Council.

2. Downtown Property Owners/Developers (2)Appointed by majority vote of City Council.

The City of Beaufort has implemented a fee structure for Freedom of Information Act (FOIA) requests, as approved in the City’s Fiscal Year 2026 budget and adopted by City Council. This change follows the completion of internal processes necessary to accept and manage payments in accordance with the City’s approved fee schedule.

After a FOIA request is received, City staff will conduct an initial review to determine whether responsive records exist and to estimate the time required to gather, review, and redact the requested documents. This review period typically takes 10 to 20 business days, depending on the age of the records responsive to the request.

Once the review is complete, the requestor will be notified of:

• Whether responsive records are available
• The estimated total cost associated with fulfilling the request
• The required 25% deposit needed to proceed with processing the request
• Instructions for submitting payment

Work on gathering and redacting records will begin only after the required deposit is received. 

Upon completion of the request, the requestor will receive a final invoice. Full payment of the remaining balance is required prior to the release of records.

Payment OptionsAt this time, payments may be made by check, money order, or cash (in person only).

Beaufort, SC [January 27, 2026] — Officials met with Gulf Stream Contractors to review recent construction progress at the Charles Street and Bay Street intersection and to discuss upcoming work and weather-related impacts affecting the project timeline.

Unfortunately, we have been informed that paving cannot move forward this week.  The asphalt plants that supply this project are not located in the immediate area and are not currently operating due to regional cold weather conditions. Without active asphalt plants, temporary asphalt placement, wedge installation, and final paving cannot occur.

As a result, the intersection of ay Street and Charles Street will not reopen on Wednesday, as planned. Project leaders understand and share the public’s frustration with the delay and emphasize that the intersection will reopen as soon as regional conditions allow asphalt production and paving can be completed safely.

The construction team will continue to evaluate conditions daily and proceed at the first available opportunity. Additional updates will be provided as information becomes available.

BEAUFORT, South Carolina (January 27, 2026) – The Friends of the Spanish Moss Trail,

Beaufort County and the City of Beaufort will host a grand opening to celebrate two important

milestones on Thursday, February 12 at 11:00am inside the iconic Depot Building at the Spanish

Moss Trail Depot Trailhead. First, the opening of the Spanish Moss Trail’s Downtown Beaufort

Connector and second, the opening of the new national designation of becoming a Kids in Parks

TRACK Trail.

“The new Downtown Beaufort Connector will formally link the County-owned Spanish Moss

Trail to Beaufort's historic Bay Street,” said Dean Moss, Volunteer Executive Director of the

Friends of the Spanish Moss Trail. “With more than 100,000 people enjoying the Spanish Moss

Trail each year, we expect this new wide path to be very popular and allow Trail users and

downtown Beaufort patrons to easily move between these two important areas.”

This Downtown Beaufort Connector is within the City of Beaufort and was constructed by

Beaufort County with funding from both entities. It starts at the Trail’s Depot Trailhead, goes

down Depot Road, and crosses pedestrians and cyclists at the light on Ribaut Road onto Bay

Street.

“We are also looking forward to celebrating becoming a Kids in Parks TRACK Trail,” said Moss.

“We are grateful for our partnership with the City of Beaufort to make this area so dynamic for

children.”

Kids in Parks is a nation-wide designation by the Blue Ridge Parkway Foundation and funded in

South Carolina by the BlueCross BlueShield of South Carolina Foundation. This Spanish Moss

Trail TRACK Trail will start at the Depot Trailhead, with a large kiosk and children’s activity

brochures, and extend along the Trail toward Port Royal for about a mile.

StoryWalk provided by the Friends of the Beaufort Library and Beaufort County Library, grab a

book at the new mini library for children created by student artist E Achurch, and skip through

Kids in Parks began on the Blue Ridge Parkway, developed by the Blue Ridge Parkway

Beaufort, SC (January 27, 2026) —The City of Beaufort is issuing this correction to its January 22, 2026 press release regarding the Charles/Craven Drainage Project and the King Street Drainage Project to clarify project management responsibilities and ensure accurate public information.

The previous release incorrectly stated that both the Charles/Craven and King Street drainage projects are administered by the South Carolina Office of Resilience (SCOR). This is not correct. SCOR is the project manager for the Charles/Craven Drainage Project only.  SCOR is not the project manager for the King Street Drainage Project.

The City of Beaufort is the project manager for the King Street Drainage Project.

The King Street Drainage Project has a total budget of $9,521,447, with $8,093,231 funded through a South Carolina Infrastructure Investment Program (SCIIP) grant administered by the South Carolina Rural Infrastructure Authority (RIA). The remaining $1,428,217 local match is funded by the City of Beaufort through its American Rescue Plan Act (ARPA) allocation.

The City of Beaufort regrets any confusion caused by the earlier release and appreciates SCOR’s partnership on the Charles/Craven project, as well as the public’s patience as these critical infrastructure improvements move forward.

Corrected information will be reflected in City communication channels moving forward.

Beaufort, SC — The University of South Carolina Beaufort Center for the Arts, in partnership with the City of Beaufort Cultural District, announces a call for artists for Taste of the Arts, a juried fine arts outdoor exhibition held as part of the 2026 Taste of Beaufort Festival. The two-day event will take place May 1–2, 2026, from 11 a.m. to 4 p.m., on the front lawn of the USCB Center for the Arts in downtown Beaufort. 

Set beneath the shade of Beaufort’s iconic live oak trees, Taste of the Arts brings together fine artists from South Carolina and Georgia for a vibrant showcase celebrating creativity, community, and the artistic heritage of the Lowcountry. 

More than 35 juried artists will be selected to exhibit original works in a variety of media, including oils, watercolors, acrylics, photography, sculpture, and more. With attendance exceeding 8,000 visitors over the festival weekend, the event offers artists significant regional exposure, strong marketing support, and a highly engaged audience. 

Selected artists will receive a range of amenities designed to enhance their festival experience, including a $175 booth fee for a 10’ x 10’ white tent space, an artist reception on Friday evening, free nearby parking, booth-sitting assistance, and access to an air-conditioned hospitality center with refreshments. Artists will also enjoy indoor restrooms and the unique atmosphere of one of Beaufort’s most scenic outdoor venues. More than $2,500 in cash awards will be presented to outstanding artists selected by the jury. 

An opening reception and awards ceremony will take place on Friday, May 1, 2026, at 5:30 p.m. at the USCB Center for the Arts. Beaufort, SC (January 22, 2025) — The City of Beaufort would like to take this opportunity to clarify its role in the Charles/Craven Drainage Project and the King Street Drainage Project, and to remind both residents and members of the media that the City of Beaufort is not the Project Manager on either project.

Both projects are being administered by the South Carolina Office of Resilience (SCOR). The City of Beaufort is serving in a liaison and communication role, working to share information with the public as it is provided to us.

The City is extremely grateful to SCOR for securing millions of dollars in funding for these critical drainage improvements. This funding allows these much-needed infrastructure projects to move forward without placing the financial burden on Beaufort taxpayers.

As with any large-scale construction project, particularly in a historic city with aging infrastructure, changes during construction are inevitable. While all parties involved strive to follow a clear plan and timeline, the realities of underground work, site conditions, and safety requirements can require adjustments along the way. This is not uncommon in projects of this scope and complexity.

While the City is not making project decisions, City staff meets weekly with the construction crew and project team overseeing the work. These meetings allow City staff to stay informed of upcoming changes and coordinate communication efforts. Updates are shared with the public as soon as the City is made aware of them.

It is important to note that decisions regarding construction methods, timelines, and intersection or road closures are made by SCOR and its project team, not by the City of Beaufort. The City does not determine when intersections are closed or when construction plans are modified. Our role is to relay information as quickly and accurately as possible once it is shared with us.

To help alleviate parking challenges during construction, marina parking is currently free until further notice. This measure is intended to provide additional parking options for residents, visitors, and businesses impacted by the ongoing projects.

We understand that construction impacts daily life for residents and businesses, and we recognize the frustration that unexpected changes can cause. The City remains committed to maintaining open communication with SCOR while ensuring the public receives timely updates as they become available.

BEAUFORT, SC (January 20, 2026) – The South Coast Cyber Center and the Maritime Cybersecurity institute will host its 5th Annual “South Coast Cyber Summit” in beautiful and historic Beaufort, S.C., on March 23, 2026 at downtown Beaufort’s Tabby Place. A highlight of this year’s Summit will be a Noon keynote address by Senator Lindsay Graham of South Carolina.

The Cyber Summit will welcome a kickoff keynote by White House, Mr. Seth McKinnis, Deputy Assistant National Cyber Director – Critical Infrastructure and Mr Monroe Molesky, Director of State Affairs Office of the National Cyber Director to highlight the national strategy, insights on securing critical infrastructure, and collaboration with state and local partners.

The Summit itself will focus on the theme of “Cybersecurity and Securing Our Critical Infrastructure”. Mr Ryan Truskey and Mr Tim Larkin will provide insights to the recent cybersecurity critical infrastructure tabletop exercise conducted at the University of South Carolina Beaufort.

Mr Max Bobys, Senior Vice President Hudson Cyber and Mr Rick Seibenaler, CEO Maritime Cybersecurity Institute will be speaking on recent cyber challenges to our maritime industry – ports, ships, and the infrastructure underlying a significant part of our economy.

Warren Parker, Chairman of the South Coast Cyber Center, said, “This year’s summit will be another great opportunity to network with colleagues from government, the military, business, and education. And we’ll learn a lot about the threats to our critical infrastructure – ports, water and sewer, power generation, hospitals, and much more. Additionally, we intend to explore not only the threats but potential solutions.”

BEAUFORT, S.C. (January 26, 2026) – The Government Finance Officers Association (GFOA) has awarded the City of Beaufort the Distinguished Budget Presentation Award for the Fiscal Year 2026 online budget book.

“Receiving GFOA’s Distinguished Budget Presentation Award is a proud moment for our team.” City Manager Scott Marshall said. “It reflects our commitment to clear, transparent budgeting and the hard work that goes into presenting information our residents can trust and easily understand.”

In order to receive the budget award, the City’s finance team had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well an entity's budget serves as a policy document, a financial plan, an operations guide, as well as a communications device. Budget documents must be rated "proficient" in all four categories, and in the fourteen mandatory criteria within those categories, to receive the award. 

The City keeps all of its financial and budgeting information on its website, www.cityofbeaufort.org. Users can access the online budget book to take a closer look at the City’s budget.

“The City is honored to receive the GFOA’s Distinguished Budget Presentation Award for the ninth consecutive year.” Finance Director Alan Eisenman said. “Our online budget book features intuitive, user-friendly navigation tools that make it easy to explore every part of the City’s approved budget.”

BEAUFORT, S.C. (Dec. 23, 2025) – City of Beaufort offices will close at noon on Wednesday, December 24, and remain closed on Thursday, December 25, and Friday, December 26, in observance of the Christmas holiday.

City offices will also close at noon on Wednesday, December 31, and remain closed on Thursday, January 1, in observance of New Year’s Day.

Capital Waste Services will not operate on Christmas Day or New Year’s Day. As a result, Thursday collections during both holiday weeks will be serviced on Friday, and Friday collections will be serviced on Saturday.

The City of Beaufort will ring in the New Year with a fireworks celebration on New Year’s Eve, Wednesday, December 31, beginning at 9:00 p.m. at Henry C. Chambers Waterfront Park. Residents and visitors are invited to attend and enjoy the celebration along the Beaufort waterfront.

BEAUFORT, S.C.  (Dec. 5, 2025) — The City of Beaufort is committed to ensuring a vibrant and joyful holiday season for our residents, visitors, and downtown business community. In response to recent concerns regarding this weekend’s downtown events, the City would like to provide clarity and reassurance.

All City-planned holiday events will take place as scheduled, rain or shine. While the weather forecast is not ideal, several important factors informed this decision:

Holiday scheduling constraints:The month of December is one of the most heavily programmed times of the year. Community calendars are already filled with long-planned seasonal activities involving families, performers, volunteers, and partnering organizations. Rescheduling City events would create unavoidable conflicts and disrupt months of coordination.

SCDOT approval requirements:Any parade held on state-maintained roadways requires advance authorization from the South Carolina Department of Transportation. At this time, no alternate parade date is authorized, meaning a postponement is not permitted.

Clarification regarding Bluffton events:Reports circulating online suggesting that the Town of Bluffton has postponed its holiday events are inaccurate. Our City Manager has confirmed directly with Bluffton’s leadership that all Bluffton holiday festivities are proceeding as planned, just as they are in Beaufort.

The City understands that this holiday season has come with added challenges for downtown businesses due to ongoing construction. Supporting our merchants remains a top priority, and our staff will continue to monitor conditions and ensure that all events are carried out safely and with the highest level of support possible.

BEAUFORT, S.C. (November 10, 2025) – City of Beaufort offices will be closed on Tuesday, November 11, in observance of Veterans Day.

The annual Veterans Day Parade, sponsored by the Beaufort County Veterans Affairs Office, will begin at 10 a.m. on Monday. The parade route will proceed from Adventure Street to Boundary, Carteret, and Bay streets, ending at Bladen and Boundary streets.

Capital Waste Services will operate on a normal schedule, and Monday trash and recycling pickups will not be affected by the holiday.

Downtown remains open and ready to welcome visitors for a vibrant holiday season 

Beaufort, S.C. (November 7, 2025) — The City of Beaufort is taking proactive steps to support downtown commerce to mitigate possible financial impacts associated with the Bay and Charles Street intersection closure. The closure is in support of a critical storm drainage infrastructure project and is expected to begin on November 13 and last approximately five to six weeks. While this infrastructure work is underway, downtown Beaufort, to include all of Bay Street, will remain open and accessible throughout the project. The City is implementing several new initiatives to encourage residents and visitors to enjoy Beaufort’s vibrant downtown commercial district during the holiday season.  

Beginning Saturday, November 8, the Marina Parking Lot will open for free all-day public parking, two weeks earlier than the usual free parking period during the holidays. Traditionally, the City offers free parking downtown from Thanksgiving through the New Year, but this year, that timeline is being advanced to help offset the impacts of construction. 

“The holidays are always extra special here in the City of Beaufort and this year will be no exception,” said City Manager Scott Marshall. “Downtown is open for business, parking is convenient, and I think you will find a little more holiday spirit than normal in the air.”

In addition to early free parking, the City and its downtown partners are launching multiple access and parking incentives: 

• Free 2-Hour Parking through ParkMobile:Starting November 10, visitors can receive two hours of free parking when using the ParkMobile app. A new code will be shared each week available on the City of Beaufort’s social media pages, Main Street Beaufort’s channels, the City website, or by contacting Park Beaufort directly.
• Beaufort Magic Vouchers:A “Beaufort Magic” voucher will be printed in The Island News. Visitors can cut out the voucher and exchange it at Park Beaufort for a two-1-hour parking tokens.
• Downtown Business Tokens:The City’s Downtown Operations team will be distributing parking tokens to downtown merchants for customer use, as part of an upcoming parking partnership initiative that will be announced soon.
• Free Holiday Shuttle Service:Beginning Black Friday (November 29) and continuing Tuesday through Sunday, from 10 a.m. to 7 p.m., free shuttles will operate between all available downtown parking areas and Bay Street. The shuttle service will provide an easy, family-friendly way to get to shops, restaurants, and holiday events without the stress of finding a parking spot.
• Downtown Beaufort Dollars (Coming Soon):The City is also developing a “Downtown Beaufort Dollars” program, which will provide special discounts and incentives for shopping with participating local merchants. More details will be released soon.

Beaufort, S.C. — (November 6, 2025) The Charles-Craven Streets Drainage project requires that the intersection of Bay Street and Charles Street be closed to traffic beginning November 13 with downtown access will remain available via marked detours. The intersection will remain closed for five to six weeks.  This closure is occurring sooner than expected due to project excavation findings that require further engineering evaluation.

This project is funded through the American Rescue Plan Act using State and Local Fiscal Recovery Funds.  It is managed by the South Carolina Office of Resiliency (SCOR). The work is essential to improving stormwater management, protecting key downtown corridors from future flooding, and ensuring the long-term health and safety of the area. 

With the intersection closure coming at an inopportune time for downtown merchants and annual holiday events, City officials, along with State Representative Shannon Erickson, worked diligently with SCOR for alternative dates and routes to delay the start of construction. 

“SCOR worked with us upon our request and examined and reexamined the project with the contractor and engineers”, said Representative Erickson, “Unfortunately, the timeline for closing the intersection is necessary to ensure project completion and preservation of funding for it.”

Downtown Remains Open for Business The City is committed to supporting downtown residents, businesses, and visitors throughout the construction period. All businesses, restaurants, storefronts, and public spaces will remain open and accessible.  Bay Street will be open to pedestrian and vehicle traffic and parking.  With some modification as needed, all regularly scheduled holiday events, including Night on the Town and the Christmas Parade, will continue as planned.

“The City is committed to doing whatever we can to minimize the impact of this intersection closure to commerce downtown,” said City Manager Scott Marshall. “No holiday events will be canceled, and our downtown will remain vibrant as always, if not more so given initiatives the City will assist with in working with our downtown merchants and restauranteurs.”

Detour Plan & Signage Coming Soon A full detour map and traffic plan will be shared with the public ahead of the road closure. The City will install extensive signage to help drivers navigate alternate routes, guide pedestrians safely through the area, and maintain access to parking throughout downtown.

The Task Force will review policies, ordinances, and long-term strategies relating to the preservation, cultural identity, and economic vitality of the Historic District. With a strong emphasis on community representation, the committee will gather public input, evaluate enhancement opportunities, and present recommendations to City Council.

Serving on the Historic District Task Force is a chance to meaningfully impact the future of Beaufort’s most iconic and historically significant area. Members will help shape policies that protect and enhance the district, ensure that community voices are represented in decision-making, and collaborate with diverse stakeholders to safeguard Beaufort’s cultural and architectural legacy for the next generation. This is a unique opportunity to contribute to both preservation and progress in one of America's oldest and most celebrated historic cities.

“We are excited about the additional expertise that those who are closest to the Beaufort community will be able to contribute to the current and future safeguarding of elements of our National Landmark Historic District,” said City Manager Scott Marshall.

An additional four members will be appointed from existing boards and organizations, including the Planning Commission, Historic Review Board, Historic Beaufort Foundation, and the Freedman’s Arts District.

Applicants must:

• Be full-time residents of the City of Beaufort
• Demonstrate an interest in historic preservation, community character, and/or thoughtful development

Task Force members will collaborate with City staff, stakeholders, and fellow residents to ensure the district continues to serve as a cultural, aesthetic, and economic anchor for Beaufort.

Beaufort, S.C. (October 20, 2025) – The City of Beaufort is alerting the public and members of the development community about a fraudulent email scam that is falsely claiming to be from the City’s Planning Department.

Several developers have reported receiving emails from communitydevelopment.cityofbeaufort@usa.com that appear to come from Curt Freese, Director of Community & Economic Development. These emails are not legitimate and are part of a phishing scam intended to defraud recipients by requesting payment of a fake application approval fee.

The email includes misleading language, such as:

"The Planning Department has completed its review and prepared its recommendation for approval, pending the settlement of the application approval fee as outlined in the attached invoice…"

Recipients are then instructed to reply to the email, settle the attached invoice, and return payment confirmation.

Important Reminders:

• All official City of Beaufort email addresses end in @cityofbeaufort.org.
• The City will never request payment through unofficial email addresses or third-party services.
• If you receive a suspicious email, do not respond, click on links, or download attachments.

Beaufort, SC (August 28, 2025) — The City of Beaufort has officially adopted Ordinance 2025/21, naming the newly constructed connector road near Beaufort Executive Airport as Donnie Beer Drive, in tribute to the late Councilwoman Donnie Beer and her years of dedicated service to the community.

The new roadway, which connects Lost Island Road to U.S. Highway 21, was completed as part of the City’s infrastructure improvements funded through the 2018 Beaufort County Transportation Sales Tax Referendum. The naming was reviewed and recommended by the Planning Commission and relevant agencies, with no conflicts identified.

“The City of Beaufort is honored to celebrate the late Councilwoman Donnie Beer by naming a road in her honor,” said Mayor Phil Cromer. “This recognition reflects her many years of service on Council, her love for our community, and the lasting difference she made in the lives of Beaufort’s citizens.”

Councilwoman Beer was a dedicated public servant, known for her thoughtful leadership, her passion for civic engagement, and her mentorship of fellow council members.

“Donnie Beer was a mentor and dear friend for me before and during my time we shared on council,” said Mayor Pro Tem Mike McFee. “I think this is a tremendous tribute to the many hours and dedicated service she provided for the City in so many ways. She would be extremely honored, despite the fact she would say it is unnecessary.”

City officials will now begin the process of updating signage, maps, and official records to reflect the new name: Donnie Beer Drive — a permanent reminder of a life spent in service to Beaufort. The City will host a formal naming ceremony for the new street at a later date, with details to be announced.

Beaufort, SC (August 25, 2025) — The Beaufort City Council has officially adopted Ordinance 2025/20, renaming Southside Loop in Southside Park to Clayton Cooler Loop in recognition of the late Clayton Cooler’s extraordinary service to the City of Beaufort.

Clayton Cooler served the City for nearly five decades, leaving a lasting impact through his leadership, dedication, and commitment to public service as the longtime Public Works Director. His contributions shaped the community's infrastructure, beautification efforts, and day-to-day operations that continue to benefit residents and visitors alike.

“Clayton worked for his beloved City of Beaufort for almost 50 years. He was an institution and icon within the City for those years,” said Warren Parker, Clayton Cooler's son-in-law, who currently serves as Director of the South Coast Cyber Center and Director of the Pritchard Island Research Living Shores Foundation. “His family is immensely grateful to City Council for bestowing this honor on him. He would be very proud of this honor in recognition of his long service to the community.”

"Clayton Cooler dedicated much of his life to the City of Beaufort, and his impact can still be seen in every corner of our community,” said Councilmen Neil Lipsitz. “It was my privilege to bring forward the recommendation to name this road in his honor. We are deeply grateful for his many years of loyal service, and we are honored to commemorate his legacy in this lasting way."

The renaming process was reviewed and recommended by the City’s Planning Commission and staff, with full coordination from Beaufort County Emergency Management/911, the U.S. Postal Service, and SCDOT to ensure no conflicts. The ordinance passed unanimously.

As part of the ordinance’s implementation, City staff will begin updating signage, maps, and official databases to reflect the new name, ensuring the legacy of Clayton Cooler will live on for generations to come. The City will host a formal naming ceremony for the new street at a later date, with details to be announced.

Beaufort, SC (August 5, 2025) - In responding to a recent Freedom of Information Act (FOIA) request from an individual, the City of Beaufort inadvertently disclosed information that was exempt from disclosure and should not have been produced. Upon becoming aware of the issue, City staff immediately removed access to the affected files. The City is currently assessing the scope of the disclosure, ensuring that there is no further dissemination of the information, and notifying any impacted individuals.

“The City is committed to operating with transparency while fully complying with FOIA requirements, including the safeguarding of information that is exempt from public release,” said City Manager Scott Marshall. “We take this matter seriously and are closely reviewing our internal procedures to prevent similar occurrences in the future. The launch of our new NextRequest system marks an important step forward in strengthening these safeguards.”

Following a comprehensive evaluation and implementation process that began in February 2025, the City launched its new FOIA management platform this past week. The system enhances data security, incorporates built-in safeguards, and significantly reduces response times, staff workload, and the likelihood of future disclosure errors. The Phase 1A study focuses on evaluating the structural conditions of the relieving platform, seawall, and waterfront infrastructure to inform future design, permitting, and funding decisions for repair, replacement, or reconstruction. 

City Response 

Upon receiving the engineering report over the weekend, City staff acted immediately to close the relieving platform area before Monday morning to protect public safety. The City will continue working with its engineering partners to evaluate options for repair or replacement of the relieving platform as part of its ongoing capital improvement planning process. 

“While this closure is not what any of us want to see, public safety is always our top priority,” said City Manager Scott Marshall. “We understand the frustrations that come with the closure and we appreciate our engineering team’s thorough analysis and quick support to ensure the rest of the park remains safe and accessible to residents and visitors.”

BEAUFORT, S.C. (July 2, 2025) – City of Beaufort offices will be closed on Friday, July 4, 2025, in observance of Independence Day. Normal business operations will resume on Monday, July 7, 2025.

Capital Waste Services will also be closed on Friday and will pick-up the Friday route on Saturday. 

Emergency services, including police and fire, will remain fully operational throughout the holiday.

Residents are encouraged to visit www.cityofbeaufort.org for access to online services during the closure.

BEAUFORT, S.C. (July 1, 2025) – The City of Beaufort has been recognized for the 18^th consecutive year for excellence in financial reporting.

The Government Finance Officers Association (GFOA) has awarded the City of Beaufort a Certificate of Achievement for Excellence in Financial Reporting for the City’s Annual Comprehensive Financial Report for the fiscal year ending June 30, 2024.

“This marks the 18th consecutive year that the City of Beaufort has earned this distinction, which reflects our steadfast commitment to transparency, accountability, and excellence in financial management,” said City Manager Scott Marshall. “I commend our Finance Department for their continued professionalism and dedication to upholding the highest standards in public financial reporting.” 

The report was judged by a panel to meet the high standard of the program, which include demonstrating a “spirit of full disclosure” to clearly communicate Beaufort’s financial story and motivate users to read the report. The City keeps all of its financial and budgeting information on its website, www.cityofbeaufort.org. Users can access the financial transparency tool to take a closer look at the City’s budget.

The award is the highest form of recognition for governmental accounting and financial reporting. “It’s attainment represents significant accomplishment by a government and its management,” GFOA said. 

“The City remains committed to providing timely and transparent financial reporting to our citizens.  This award reflects our efforts to maintain and achieve these high standards.” said Finance Director Alan Eisenman. 

The latest award is one of many the City’s Finance Department has received from GFOA – in the categories of financial reporting and excellence in budget presentation – under the leadership of Eisenman and his team.

Juneteenth commemorates the emancipation of enslaved African Americans and marks a significant moment in our nation’s history. The City encourages all residents to take this time to reflect on the importance of freedom, equality, and justice for all.

Normal business operations will resume on Friday, June 20.

BEAUFORT, S.C. ( June 12, 2025) – The City of Beaufort is aware of a scheduled protest planned for Saturday, June 14, between 12 p.m. and 4 p.m. Participants are expected to gather at City Hall and proceed down Ribaut Road to Bay Street, ending at Henry C. Chambers Waterfront Park.

Protestors plan to walk along city sidewalks throughout the event. The City respects the rights of individuals to peacefully assemble and express their views and is taking steps to ensure that all participants, bystanders, and the general public remain safe. 

To that end, the City of Beaufort Police Department will have an increased presence along the planned route to assist with public safety and traffic control, if necessary.

“We are aware of the planned peaceful protest activity. Our primary focus is to ensure that everyone’s rights are respected and that safety is maintained for all participants and the broader community. The City fully supports the right to peaceful assembly, and we are committed to providing a safe and respectful environment for civic expression.” said City Manager Scott Marshall. 

Mayor Phil Cromer added, “Beaufort has a long tradition of civic engagement. We respect peaceful protest and remain committed to protecting everyone’s safety throughout the event.” 

Residents and visitors in the downtown area during this time may experience brief delays or increased foot traffic and are encouraged to plan accordingly.

Beaufort, S.C. – [June 2, 2025] - In response to a recent spike in criminal activity at the Garden Oaks apartment complex, the City of Beaufort continues taking decisive steps to protect the health, safety, and welfare of residents and ensure accountability from all stakeholders.

City leadership, in collaboration with the Beaufort Police Department and property management, has been actively addressing the challenges at Garden Oaks through enhanced law enforcement presence, targeted enforcement efforts, and stronger coordination with management. Since May 28, the following actions have taken place:

• Police Substation established in an apartment on-site to increase visibility and responsiveness
• 60+ Extra Patrols and Foot Patrols, including multiple traffic stops in the area
• 9 Writs of Eviction filed by management, including one for a suspect tied to a recent shooting
• A Community Meeting is scheduled for the residents hosted by management to engage the residents and promote safety

While the City continues to uphold its responsibility in law enforcement and has seen progress through improved property management response, it is important to note that many of the public safety concerns appear to stem not from residents, but from individuals who are visiting tenants or trespassing on the property.

City Council is expected to discuss the viability of introducing a new nuisance abatement ordinance at its June 10 Work Session meeting.  The purpose of such an ordinance would be to define, prohibit, and establish clear procedures for abatement of public nuisances, allowing for more effective enforcement and accountability procedures.

“We cannot allow violent crime to erode the quality of life in our community. We must take every reasonable measure to deter it proactively and ensure maximum accountability when it occurs,” said City Manager Scott Marshall.

BEAUFORT, S.C. (May 22, 2025) – City of Beaufort offices will be closed on Monday, May 26, in honor of Memorial Day.

Capital Waste Services will also be off on that day. All waste and recycling services are pushed back a day, so that Monday trash pickups will take place on Tuesday, and so on.

A Memorial Day parade will be held on Monday in Beaufort beginning at 10 a.m. The parade will begin on Boundary Street and take the traditional route through downtown Beaufort, ending at the Beaufort National Cemetery.

At noon, the Beaufort National Cemetery will hold a ceremony in honor of Memorial Day. The ceremony will be held under the main flagpole at the cemetery. If you are driving, please use the entrances on Rogers or Lafayette streets.

This weekend, we honor those who gave their lives in service to our country.

BEAUFORT, S.C. – (May 16, 2025) At its regular meeting on May 13, the Beaufort City Council passed the first reading of the Fiscal Year 2026 (FY26) Budget, marking a key step in the annual budget process. The proposed $73.1 million consolidated budget outlines the City’s continued commitment to strategic investments in infrastructure, public safety, and responsible financial stewardship.  The consolidated budget includes capital projects of $28.4 million.  

Residents are invited to explore the recommended FY26 budget in greater detail through the City’s OpenGov platform, which provides a transparent and interactive overview of revenues, expenditures, and priorities for the coming fiscal year.

A detailed budget presentation was also shared during the meeting to highlight proposed departmental funding, capital projects, and long-term goals.

Highlights

• The recommended millage rate remains flat at 73.9.
• $100K budgeted for housing repair assistance
• A 3% cost-of-living adjustment for employees with an additional up to 2.5% one-time merit bonus 
• Absorption of a 9% increase in employee health care coverage
• Funding for strategic partners including the Beaufort/Port Royal Convention & Visitors Bureau, Beaufort Digital Corridor, South Coast Cyber Center and Beaufort County Economic Development Corporation.  
• 1 new full-time employee, a Fire Inspector
• Purchase of a $1.1M fire truck 

Capital Projects

The City has numerous capital projects underway or scheduled to begin in FY26.  These projects are budgeted for $28.4 million and include:

• Improvements to Southside Park, Washington Street Park, and 1^st South Carolina Volunteers Park
• Stormwater drainage projects on King Street, Bayard Street, Charles/Craven and Port Republic/Carteret streets
• Engineering for Waterfront Park Relieving Platform
• Improvements to the walls and windows at The Arsenal
• Duke Street Streetscape and Drainage

• Tuesday, May 20: City Council will hold a budget work session to further discuss the FY26 budget.

BEAUFORT, S.C. — (April 17, 2025) The Beaufort City Council has finalized the selection of members for the Waterfront Advisory Committee (WAC). The appointed members include Joseph Oliver, David Russell, and Josh Schott as citizen representatives. Howell Beach and Perry Dukes will serve as alternate citizen representatives.Councilman Josh Scallate will represent the City Council, while Bill Suter has been designated as the Planning Commission representative. Mike Sutton will serve as the Historic District Review Board representative, and Councilman David Bartholomew will represent Beaufort County Council. City Manager Scott Marshall and City Attorney Ben Coppage will serve as ex officio members.“The Waterfront Advisory Committee carries a significant responsibility in helping to shape both short- and long-term policy decisions that the City Council must make," said Scott Marshall, City Manager. "These decisions will directly impact the future vitality and sustainability of one of our region’s most cherished public waterfront recreational assets.”The committee's responsibilities include gathering information about current and potential future uses of both the Downtown Marina and the Henry C. Chambers Waterfront Park seawall. They will share their findings with City Council members and advise them, as well as the City Manager, on potential negotiations with third parties regarding the future use of the marina and seawall.

BEAUFORT, S.C. (April 3, 2025) – On April 2, 2025 the South Carolina Supreme Court denied petitions for a writ of certiorari filed by the plaintiffs in two cases involving the City of Beaufort: Historic Beaufort Foundation v. City of Beaufort, et al. and West Street Farms, LLC and Mix Farms, LLC v. City of Beaufort, et al.

By denying the petitions, the Supreme Court leaves in place the decisions of both the South Carolina Court of Appeals and the Circuit Court. These rulings are consistent with and uphold the conclusions of the lower courts, and the City hopes that this will conclude the litigation.

BEAUFORT, S.C. (March 31, 2025) – Applications are now available for appropriations of local hospitality funds for fiscal year 2025. Each year, the City budget allocates 1.1% of the anticipated local hospitality tax funds in accordance with City Ordinance Section 7-13003. This ordinance stipulates that the allocation will be awarded by the City Council based on application presentations from non-profit organizations. The City is requesting proposals from non-profit agencies that focus on advertising to increase tourism and revitalization of the downtown economy, aligning with the City Council’s strategic goals and purposes. The budgeted allocation for FY 2025 is $31,900.  Applications are available on the City website and are due by April 17, 2025, at 2:00 PM. BEAUFORT, S.C. (Feb. 18, 2025) – The City of Beaufort is seeking proposals from qualified master planners and landscape architects for the design and build of a proposed passive park commemorating the 1st South Carolina Volunteers of African Descent (1SCVAD) of the U.S. Army. The 1SCVAD was the Union's first-formed black regiment that went into service during the Civil War in 1862, influenced federal law that allowed men of color to serve in the military, had some influence on Lincoln’s decision to emancipate the enslaved, and became the foundation for Black and African American military service in the United States. 

“The history of the 1st SC Volunteers of African Decent Infantry Regiment is unique to our country’s history, our state’s history, and to the history of the Lowcountry.   Our planned 1st SC Volunteers of African Descent Park’s location along the gateway to our city on Boundary Street will set the tone for both residents and visitors alike as to historical significance of our city,” said Councilman Mitch Mitchell.

“Our intention is that this park will be a fitting memorial to the courage, contributions and sacrifices made by these men and their families.   Theres is a history that has been largely neglected,” said City Manager Scott Marshall. “Now, more than ever, it is a moral imperative to do all we can to ensure that the story of the 1st South Carolina Volunteers of African Descent lives and that their legacy continues to thrive in perpetuity.”

The non-mandatory pre-bid meeting is scheduled for 2 p.m. on February 21^st in Planning Department Conference Room on the first floor of City Hall. 

Questions are due by 4 p.m. on February 26^th.  Answers will be posted by 4 p.m. on February 28^th.

Bids submissions are due on or before 2 p.m. on March 21^st. A public bid opening will be held in the City Hall Finance Department, Executive Conference Room 2 on that day and time.

BEAUFORT, S.C. (Feb.13, 2025) – The City of Beaufort is pleased to announce the completion of the initial round of interviews for the Waterfront Advisory Committee, an initiative aimed at shaping the future of the City’s Henry C. Chambers Waterfront Park. On February 11^th, eighteen applicants presented their qualifications and motivations to apply during five-minute presentations to the City Council. The committee, once formed, will play a crucial role in advising City Council on development, programming, and conservation efforts to ensure the park remains a vibrant and safe space for all residents and visitors. 

“This is a committee that will advise City Council on pivotal decisions impacting Waterfront Park, some of which will affect the viability of it for generations to come. City Council and Staff recognize that citizen involvement is essential to the success of this advisory committee,” City Manager Scott Marshall said. “Their passion for our waterfront and dedication to community engagement will be invaluable as we move forward,” said Mayor Phil Cromer. 

A second round of interviews is expected to be conducted by City Council in March. The final selection of committee members may be as early as April. The Waterfront Advisory Committee will be composed of three full-time residents, one member of City Council, one member of the Historic District Review Board, one member of the Planning Commission, and one member of Beaufort County Council, ensuring a diverse and knowledgeable group will advise City Council on the future of our waterfront. 

The newly established Waterfront Advisory Committee will be tasked with providing recommendations on improvements, enhancements, and activities that align with the community’s vision for the park. This initiative underscores City Council’s commitment to fostering an inclusive and participatory approach to sustainable planning for the Henry C. Chambers Waterfront Park and other public projects.
